identify this ?scraper?

I picked this up for 10p the other week, thinking it was a holder for either Stanley knife or razor blades.
but they don't fit.

can anyone identify what it's for - and what blades I can get for it? assuming it takes blades, of course

Could be for the heavy duty one sided razor type blade that has a metal backing on the opposite side to the cutting edge, Making the tool into a scraper.
