CE marking???

Hi, any one know if I can fabricate structural steel on site acting under a mobile welder banner to avoid the whole ce marking process?
Plenty of info out there about needing it for workshop based structural fabrication but nothing about welding and fabricating on site with ce approved products

This is the gist of the mail, which is just a sales mail, but the PDF makes interesting reading

Over the past year there was much confusion in the EU, as to whether fabricated hand railing and the components that make up that hand railing installation need to be CE marked, and come under the scope of EN1090 come the 1st July.

After a meeting at the House of Commons with Stephen Williams MP the Minister responsible for the enforcement of EN1090. Plus a meeting with the Building Regulations and Standards Division Department for Communities and Local Government, where we sought clarification on this subject. The Government has issued us with the latest document from the European Commission, from the 16th June.

It confirms that hand railing, balustrading/edge protection are not covered under the scope of EN1090. These fabricated installations do not need to be CE marked. Please circulate this document to anyone in your organisation concerned with CE marking.

The regulation of hand railing installations in the UK is already in place via certain British Standards such as:

• BS6180 : 2011 - Barriers in and about buildings.
• BS6399 : Part1 - Loading for Buildings. Code of practice for dead and imposed loads.

We feel this current confirmation from the EU is a positive development for smaller fabricators and blacksmiths, that would struggle with the burden of employing coded welders, weld inspectors and have a Factory Production Control in place.

Yeah had this sent to me too. Also had an add from Parker steel bragging how there all up to date with there ce regs and buy from them yet on a side comment saying you don't need ce 1090-2 if fabricating on site, as if its just a workshop cert. I'm a coded welder installing structural steel on a local site but not able to complete additional steelwork, builders and engineers haven't got a clue whats going on

I work for a fairly small fabrication company and we were informed a long time ago it (CE) wouldn't affect small businesses. But then the goal posts were moved to affect small businesses. It seems to me that this is going to create a lot of money for sum (the pen pushers) and close down a lot of small companies. I do believe that welding structural steel you should be coded as some of the welders I've worked with are absolutely shocking but to make let's say a single garden gate REALY?????

Regarding CE marking, my industry (boatbuilding) was regulated by the Recreational craft directive 1998 which introduced CE marking & a host of paperwork & regulations.
This resulted in the large scale demise of a well respected industry. All these EU directives are designed to favour large scale buisnesses & any small operators are penalised & forced to the wall. For small operators the costs of implenting directives on top of low volume production mean you simply cant compete. EU crap coming to another industry.

Looks like everyone might need to be careful with the release by Brundles, it's origin is being seriously questioned by the big boys in the industry. Anyone who is on Linkedin can see this on the relevent CE Marking discusson groups.

Has anyone got the answer to Marvs question ? I had an email from Parker steel, which included, "onsite fabrication is not included in CE1090-2 meaning you do not need an FPC". As I only do onsite welding,drillling as alterations to steelwork, does it need a CE mark?

UKwelder and AWS.org forums regularly debate the interpretation of long standing codes like ASME IX etc as people using them/working to them on a daily basis can't agree on some of the details! This one's new and the result of European 'bollocracy'...

I know about en1090 but is it right that a coded welder doesnt need to adhere to it on site , I sell steels to builders and they drill them themselves , where do they stand ? I know its a load of old Bollo but answers should be readily available , goverment should have told our industry about the changes , some people I know have only just cottoned on and they sell steels all day long ! its a shambles , I found out about it on this very forum , other than that I would not have known , is that right ?

Please be aware that this is conjecture at this stage and we understand the meeting referred to failed to agree the exemptions lodged by 3 countries including the UK. We have already sent notification to a number of companies to this effect as it is factually incorrect but makes for good headlines.

You client has taken the right course of action which is to clarify through their own MP, we have already done likewise with the MP involved and the UK representative on the committee.

Please also note that the Minister would not have the right to unilaterally agree to an exemption only the Technical Committee TC135 has the right to issue changes for agreement by the European Parliament. We also believe that the 'documents' that support these claims were in fact not for the public gaze and as such could cause some embarrassment. We also note that the comments are not attributed to the minister or any government staff. The ministers are in any case on their summer recess so unlikely to respond to questioning.

We believe that from a MAS perspective we should take a holding position and work to the existing mandate M/120 until such time as this is clarified.

Unfortunately, if you change the properties of any steel product, it becomes a component, that component will need to be covered by the CE Mark, whether manufactured on site or off.

If the material is simply saw cut, the CE Mark on the test certificate supplied with the steel is still valid, however, if its properties are changed through, drilling, flame cut, welding etc, the test certificates validity becomes void and the manufacturers CE Mark then comes into force.

You are right, you do not need the CE Mark for installation or Erection of steelwork, but it is needed for welding on site.

The welder does not need to be CE Marked, but the company that he is working for does. The company needs to have paperwork proving that the weld that is to be carried out (ie mma vertical up fillet weld), has been tested and approved.
The procedure and weld must be authorised by their RWC prior to welding, and will need 100% NDT on site. The welder needs to be qualified to EN 287 or EN 9606.

The particular type of weld should have been previously approved. This is carried out by writing a prelim welding procedure, the test then needs to be witnessed by Lloyds or Royal Sun Alliance or similar, it is then mechanically tested, and if ok, approved. That the generates the Weld Procedure Specification, which needs to be provided for the site weld.

Balustrade does need to be covered by a CE Mark if it has been welded in any way, and the supplier of such needs to be CE Marked, however, if it is keyclamp and simply cut and bolted together then it doesn't need to be CE.
