This reminded me of the welding they did at my old place on cracks on the heavy trailers. As @KimB said further up, most garages have a welder or two and a fitter or two who can use them, up to a point. I’ve seen king pins welded into trailers by ok-ish welders using inappropriate machines/processes. I’ve never seen one suddenly fail but for something under such high loads and so safety critical it really should be done by an appropriately qualified person IMO.
Why didn't they weld one of those boomerangs on it?
No need, what they did will come back for rework so no need for a fancy boomerang. Why didn't they weld one of those boomerangs on it?

When I did my apprenticeship arc and gas welding were part of the training. I could/can gas weld to a reasonable standard, but my arc welding is like a chain round a donkey's 4rse. No idea why really, I got on fine with MIG when they appeared.Unfortunately most fitters have access to welders. Most shouldn’t be using them though…
