If it's just a viewer you want then Autodesk have a free app that they say reads DXF files:

Siemens solidedge 2d is free, looks like you need to create an account though, https://resources.sw.siemens.com/en-US/download-free-2d-cad-software

Well downloaded a couple of APPs and I can see the image but it does not show any dimension.

It won't have any.
.dxf files are used to drive machine tools.
If you want dimensions, you need to add them after you import the .dxf file.

Thanks Fred I figured it must be something like that but I was always taught IF YOU DON'T KNOW ASK
Preferably on a different layer if they going to be cut out on CNC profiler, the CAM software I have used it was quite tedious to remove the dimensions.

Yes that was what I was looking for.
I downloaded Autodesk to my laptop and that oppened it

Thank you. It is quite a simple layout so I have converted to PDF and added dimensions and left the original file unchanged

I think I will stick with a sketch pad and Cardboard engineering and leave all this CNC stuff to the younger generationYou Da man !
I think this is the best route
I hate smartphones (and smaller tablets) for doing cad and serious stuff, they're ok for a quick blimp at something but I see people trying to use them for stuff a laptop or full on pc would be much more suited to, and it makes the learning curve so much steeper because your fighting the tools as well as the concepts.

Try Inkscape if it's for a PC, that will import just about anything. And because it's a vector drawing program you should be able to extract dimensions.
DXF does have dimensions from what I remember, but it doesn't 'know' what units they're in. So if you import a DXF drawn in inches into a program expecting mm, or vice versa, you'll need to scale it.
