A linear bearing is for sliding motion rather than rotative motion.

So a 'weathervane bearing' might be a good term.

2 of those pressed into a length of tube.
Tube inserted and locked in place with the button head bolt.

Do our Chinese friends sell cheap ceramic bearings? They might be OK if they are rain-lubricated.

With any type of bearing bearing, the shaft needs to be vertical in two planes 90 degrees apart. Depending on where the thing is installed, that might be tricky to achieve. The gimbal-style single ball pivot is self-plumbing so long as the rotating object is balanced.

A cylinder of nylon slid into the tube with a hole up the centre for the shaft might be long lasting and do the job ?

A tube welded to the vane at the balance point, the mast a rod that the tube fits over with a bit of clearance.
The top of the rod has a concave cut into it then a greased bearing ball with a slight clearance on the tube.
All the ones I have made or repaired had this.

Not just the balls, the steel raceways can rust.

I used a ball bearing and a nylon bush. The bush presses in and makes the ball captive
