Butters 140 Arc problems

Any advice on a set that won't strike an arc. Machine switches on and fan works but a light under the green power on lamp comes on and the rod won't strike.

That looks like the thermal cut out, it is possible to bypass it to check it but it's also dangerous if you don't know what you are doing... leccy kills!!!

I had the cover off and blew some light air around the machine but couldn't find anything that looked out of place. I am likely to do more damage I am going to take it to a spark I know this morning. Thanks for the help.
