It is the first time I use the site and I hope I am on the right page.

However please find below my question regarding certificates:

Can a person with an IACS 111 certificate (Stick weld) use MIG machine which is under 131 certificate? or he MUST undertake new examination?

Not under the code he can't. A drawing will generally specify a process code such as 111. You shouldn't then change this to 131 without first speaking to the engineer and vicer vercer if you are not coded to 111 but you are to 131 you cannot weld it and be covered under that process code. The only way codes cover various other codes is through positions. If your coded to asme1V 6G in 111 you are covered for all other positions in 111 but no positions in 131 if that makes sense.
