Can anyone help with identifying this problem. I’ve checked for leaks but cant find any. Ive dug up the soil along the 3 metre damp patch and while the soil is a little heavy its not waterlogged. I guess its the caulking seals higher up the wall. Its a 3 metre long damp patch so I thought it was the soil but maybe not. What else could I do to check the origin of the problem plus solve?

You don't say what the situation is. Is it a house, shed, garden feature wall, or what? Is there any smell? What is the structure beneath the cladding? Is it wood, or cast concrete? It's hard to tell from the image. What's to the left of the image? Is it decking? What is it that's seemingly oozing between the two "layers" of the structure beneath the cladding? Has there recently been heavy rain?
It clearly looks like there's water movement somewhere. It could be a leaking water supply, or a soil pipe, or groundwater coming in from somewhere. Try digging holes in the soil, at various distances from the affected wall, and see if they fill up with water. If you can dig up the floor inside the affected structure, whatever it is, that might help also. See where the water tends to accumulate most. Then turn off the main stopcock, to see if that stops the dampness. Leave it for a while, then try flushing the toilet a few times, or filling and emptying the bath, and see what happens.

theres a good forum called DIYnot.com i do think its an odd post for a first one considering its a welding forum... 
It's either a busted/holed pipe, to find it you will need to dig down further and keep in mind where you are seeing the effect of the leak isn't necessarily the point of origin.
As likely and I've seen it before, there is water ingressing the other side of the cladding, you will need to remove more of the cladding, top and bottom to check.

im at a loss at what your trying to say but water is there as it stands now as its not soft dry dirt
from what i can see you look like you have wood at the base thats been covered a little bit so has caused a bit of water issue
water will track up wood rather well as it will soak it up
so if you dug along the back of it id suggest doing the sides as well and then dig into the ground and fit a french drain in around it if you can
what is the base that the wood is sat on ?
have you fitted any damp coarse layer ?
have you used roofing felt on the walls of the shed ?
paints crap for water proofing sheds
