clark warroir 30 motor problems

right here we go got a clark warrior 30 compressor bought as faulty is 110v
just borrowed a step down transformer to test it plugged it in turned it on motor turned half a turn then stuck if i turned fan at back by hand it did the same then took off air pipe to tank switched on and it ran slowly at first then up to full speed put air pipe back on it filled tank to 20psi then started to run slow let all air out did the same but now it not running to full speed any ideas whats wrong cheers

is it easy to turn by hand ?
the motor could be no good
does it have a run capacitor that could have gone

As above, if not stiff to turn by hand, it's likely to be a motor problem, as long as the step down transformer is large enough to handle the load that is.

the motor turns ok by hand changed oil in it had head off to check reed valves but not running at full speed now

had several thoughts as to problem
1 could be bearings are starting to seize
2 could be brushes are wearing out
3 could be the choke is faulty
any ideas if i in the right place and if i am which is most likely
