I would suggest you get the biggest you can afford. Once you have on you'll want other tools for it. Just be warned you can never have a big enough compressor.
Don't think they are very air hungry ,I've run mine using an aldi 25L 2hp....ran continuously but kept up,only about 2ft cuts .

The CFM/FAD can tend to be overquoted by manufacturers. I myself had a small 24 litre compressor whic in theory would have worked but for probably only about 10 seconds before it needed to fill up again.
I traded it in for an ABAC B3914 (150 litre tank and quoted as having 15cfm), brillant compressor and not bad price at about £500-£600 but I then went further by putting in copper piping with vertical drops for moisture to collect and a norgren oil/water filter on the end.
Depends on your budget I suppose, the thing is that you 'could' get away with a small compressor but you wouldn't be able to plasma cut for very long and it would be constantly recharging the cylinder and even if you added a bigger external cylinder you would soon wear the compressor out.
