Engine trouble

I have just been taking bits and pieces off of a small briggs and stratton engine I took off a rotivator. It was running but after taking bits off it and reassembling it it doesn't start what I am pointing at in attached photos is sparking a bit but won't start it where should that copper cable actually go thank you

The thin cable shorts the coil out to stop the engine. So should only be earthed to the engine when the throttle control is in the stop position

So if this is touching anything on the engine now it will not start?

Yep ...with my rotivator ,I short it out to stop the engine ...

Not looked at a Briggs engine recently but the thin cable clipped in a little plastic bracket to stop it touching the engine until the throttle was moved to the stop position. With the cable touching the engine there will be no spark at the spark plug

My first one had a piece of spring steel you used to touch to the spark plug to ground it.
