Hammerstein (Oh well done autocorrect) Hammerstein (Stop it,) Hammer rite (That’s stopped you farting in the vestry.) do a specific garage door paint. Not sure how good it is now that they changed the recipes of their paint. A good one coat gloss paint should be ok. I found the B&Q one coat to be the best paint I’ve ever used. Really smooth to apply with zero brush marks when dry.

any oil based paint
You really want Dulux Cladshield but it’s not cheap! It does come in an almost unlimited range of colours though.

Given the condition and the colour of the paint, can you just confirm that is a metal door and not wood?
As pointed out above, prep is key, so how long do you want it to last? Longest serving would be a primer (a single-pack alkyd would be fine) then a top coat. Best primer would be brushed on, but second best would be an aerosol can ("David's Zinc182 ") concentrating on the grottiest bits.
As above, the Lidl metal paint would be a good top coat.

Key it, prime it and give it a coat or two of exterior satin. I wouldn’t spend too much based on what you’ve said. Personally I’d avoid gloss but go with whatever finish you prefer.

100% this. I've attempted mine twice and it's a horrible, drip-encrusted, flaking mess.
I suspect that "quick solution" and "look better than it's now for a couple of years" are incompatible.

Auto 2k, hand painted.
I have said before !
I painted a wooden front door many years ago, it was knackered,
I removed the door,
I drilled it, doweled it, PVA glued it, sash clamped it, car body fillered it, 1 coat 2K primed, flatted, and 2 coats of 2K Diamond White top coats, all in one day,
That was in October 2011,
It was replaced last year,
Use Auto 2K paint, it lasts very well.
And you can have any colour you like

as above spend 3 times more doing prep work than painting
if a touch up wash clean take all flaky stuff off sand with high grade sand paper
then 2 coats of paint using primer on any bear metal first
far from perfect but look fair for a few years
