Help with full respray

hi i am new hear i have a car i have been working on for a long time now and am doing a full respray on but I have just startid to sand her down and am geting down to the bear metal in no time 5/ 6 seconds of sanding now I no I shod not get down that fare in that time and I was not looking to do a bear metal respray on it so what is the best way to go at this the car is a 95 Scooby and I am going for a full pant job the inside the out side the eng bay and under the car and this is my 1st full respray I am going to be going I have done lots of bumpers and kits and bits so the more info the beter

just flat the surface if the paint is sound and away you go, don't forget to prime any bare metal first

Yer the old pant is ok but it has had lots of new panels put on over the years be for I got it and some of the work is bad and you can just rub the old pant of in them parts and some have rust wear new panels have been weldid on and the welds have lots of rust ther so will be puting in new panels ther that is y I was thinking of gong back to the metal but is that a lot more work and cost

where the paint comes of easily, take it back to sound paint or metal, where the paint is sound there is no need to go back to bare metal
