Help with regulator/filter

I've just picked up this new Filter/Regulator pictured below a Metal Work Pneumatic FR200-20. The problem I have is with the little orange disc which goes on top of the orange top which goes inside the filter bowl. This disc had come off and I don't know what position is should be put back in. The mount pin on the back of the disc is off center and allows the disc to rotate showing more or less of the grove in the orange top so I assume it should not completely block off the grove but how much should be showing?

I think I've managed to get these items to fit the orange top part wasn't sitting on the stem inside the drain bowl right once it was the the stem protruded above it enough that the orange cap could then slot into the top of the stem which leaves a small gap between the two orange plastic items. Anyone know what these are for? is it some kind of overflow?
