Hydrovane 87

Wondering if anybody can help? I had the sparky to wire in an old hydro 87 which had been rewired and then put away for a few years. When the power was attached the reset button was glowing but when reset and tried to start it just keeps coming on. No sign of life. Sparky did a quick check of power supply to switches and all seemed okay . He then had to go home for his tea. Anybody got any idea where to start?

(with it turned off) stick a screw driver / whatever in through the fan grill and see if you can turn the fan

(to check motor isn't seized)
