Anyone have any idea what type of saw this is? Any good? It is possible to cut angles with it?

Our old workshop had one similar, I think it was made by Rapidor, the vise should swivel for shallow angled cuts.

Can you run it without cutting fluid? Is it slow enough?

Yes, it will cut without cutting fluid but better with, Even if you rig up a container and have it drip feeding onto the blade.
