My metric mind can't make sense of the dimension given on an old hand drawn imperial plan, need to know the wall thickness of the 48" pile but am lost to what is written down. Anybody wiser than me can help me?

48 inch diameter in the text there fora wall thickness of 2 foot 4 wouldnt work, it would be solid as 2 foot 4 is 28 inches, opposite sides of the tube would total more than the outside diameter.Is that a single apostrophe after the 48?
