Is my bottle stuck shut? Help please

Hi all, been a long time since I used this. Is this bottle stuck shut from the pics or has it potentially been left open. Any way to un stick it or should I just get another?

First pic is fully closed, next fully open. No pressure on reg or hissing when open.

Yep, looks like it's not closing properly to me.

Though I've never looked into it.

What's going on under the valve knob? The white stuff. Is there something there that's preventing the valve from closing fully?

Think it's just dirty. Should the little nib at the bottom rise as you turn and release the handle? If not it's probably just empty

Try blowing into the valve, if its open you should be able to blow some air into it, if it is shut you won't be able to. Both should feel completely different. Be careful not to breath in any gas.
