Yeah, lots of those cheap arc welders out there.
At 200A it should be usable for home use. Will need lots of power, runs off a 30A 220V supply.
Most of these cheapies over 140A or will be work. Stay away from the low anp ones and ones with just 2 settings.

You'd need 230V which I understand most American homes have to power the range but which would probably involve some house wiring for a convenient socket. To get the full potential it needs 400V which is three phase, uncommon in homes and expensive to fit. What's the US three phase voltage?
The price of that one was over $80 including shipping.
You'd do better to keep an eye open at garage sales, classsified ads etc and get a second hand welder which you could probably sell on for about the price you bought it for if you needed to.

US 3-phase is most commonly 208V. Large industrial would have higher available. Most homes could not get 3-phase anyway.
Power is usually not a problem as many homes have the breaker panel in the garage. A dryer socket could be used also if it is close.
Yes, I'd keep an eye out for a deal on a decent unit.
