That's ironic looking at your sig line. Have you got the reply box with smilies next to it, just click on them Don't let you uncle influence you if he isn't helping you to improve, that's a good start there.
You'll find an angle that works best for you - the more angled it is, the easier it is to see what you're doing and keep the arc short, but it'll tend to blow the the pool back, causing overheating and a messy weld. But if it's bang on vertical, it's difficult to keep the arc length short and stable and you can't see the pool that well sometimes.
With thinner rods (eg 2mm), I find just resting the edge of the coating on the workpiece with the rod at about 20 degrees off vertical produces beautiful welds - the rod shrinks back so quickly that 'dragging' it like this actually works well at controlling the arc length.
