Legality of burning waste engine oil

I'm looking at building a waste oil burning heater, initially for heating my garage, but with the possibility of "doing more"...! Where do I stand with regards to the legal side of collecting and burning waste oil, as I'd probably be going through a fair quantity of it.

If it's your oil no issues providing your not making thick smoke etc. if your collecting other peoples then your into disposing of hazardous waste etc that's a fun load of regulations

I make bio diesel. So am collecting loads of the stuff.

You do not require a waste collection licence unless yr doing it commercially.

You are required to leave a waste collection note.
Which you can simply down load from the gov site.

Small waste engine oil burners require an Local Authority exemption cert to burn, Large scale burners need EA approval. Any business your collecting from NEEDs a full DOC ticket on collection with amounts carriers no, and transfer site details.

If your collecting any kind of waste for profit or not, that is not your own, you need a waste carriers licence from the LA. Business again having waste oil collected should also have a transfer site no. upon collection.

Both waste engine oil, and Used cooking oils are also worth a bit per ltr, All commercial carriers will pay.

With regards to burning it, just burn it. Unless your stove is crappily designed, there'll be no discernible output from the chimney once it's going and upto temperature. They're quite clean burning things.

Tell your insurers and either expect an increase in premium or cancellation. Doesn't matter if domestic or commercial the risk increased massively. Don't tell them and they will have solid grounds to refuse payout in the event of any claim. Waste oil heaters are hated by insurers as they are one of the most common causes of workshop fires hence they have gone out of fashion. The increase in insurance premium could be more than running the same amount of time on LPG so waste oil actually works out dearer !

Cheers for the advice so far. I'll look at the waste carriers licence this evening. I suspect that the amout I'll use will exceed the amount I can scrounge. I'll speak with my insurers, I hope it won't increase my premium too much, as I was thinking about siteing it in a small concrete out building, then piping hot water to the workshop.Will, the reason I have decided to abandon the misfuel idea is that I don't think I can get enough of it.Andrew

Would have thought it would be a bit dodgy ratio wise as someone could have brimmed their diesel tank from the red light with petrol so you would end up with like 90% petrol.

Printing out a waste transfer note does not provide a DOC document to any business, On an audit a DOC document should have the type of waste, with the carriers number and transfer site details. The business is liable to a fine if there DOCs for all waste products are not correct (circa £5000). Waste Carriers licences are Local authority enforced some have exemptions for individuals, Charity's etc, however these are not blanket regulated so You should check with your LA first. IIRC you also need to apply for an EA exemption as a micro producer.

The OP, Is talking however about Hazardous waste (used engine oil), collecting from 3rd party's will put you on very thin ice.

Sorry, but what is a "DOC" I've googled it, but can't seem to find anything that sounds relevant. I'll admit, I'm surprised that the process is as complicated as it it, I was hoping it was going to be similar to collecting waste vegetable oil, where private collectors are allowed to just issue a WTN. As for a waste carriers licence, Again I've searched it, but can't find any reference to private individuals, only businesses.

As a user of the waste oil we are exempt from the need of a licence,

We must leave a waste transferr notice stating the collection place, quantity etc etc.

Duty of care makes any producer of waste responsible for the correct disposal of that waste.

So imagine the worst case scenario, I as a business allow you to take 1000lts of waste engine oil, however you find it also contains paint thinners, antifreeze, etc, or you simply decide your not going to use it after all, you then decide your throw the stuff into the nearest ditch, to make matters worse that ditch ends up feeding the reservoir, The EA then picks up on it traces it back to you and ultimately back to me, as an individual you may get a wrap on the knuckles a token fine, and feel a bit peeved, With me as I have not checked transfer no.s EA registration, and site credentials just let Joe bloggs issue me with a WTN, then it would mean a fine, a bill for the clear up, RPA involvement, and a day/week/month in court, Bearing in mind I paid the EA just shy of 5K for around 20hrs advice and a few water quality samples, the bill for that would be bankrupting.



The truth is as a small time user chances are you get away with whatever, small back street garages and like often dont give a toss on there waste. I think attempting to be legal may be more hassle than its worth, however your biggest problem may be be with the insurance.
