I have seen one for sale and just wondered what was special about it against the standard ML7, seems they are just a easy speed change controllers.

Aye, means you can change spindle speed without the need to stop the lathe, swop belt to the different pulley and re-adjust tension.
The tri-leva system was a very expensive option on a ML7 lathe, I think it added another 1/3rd onto the list price at the time! Too expensive for what it is, not many people bought them so they are quite rare. If you can get the lathe at a good price it will make the lathe easier to sell on - how much are they asking for it?
Only that I got mine at a bargain price I wouldn't really bother paying extra for a tri-leva gearbox. A better option would be a screwcutting gearbox but they normally fetch crazy prices.

IIRC the Tri-Leva casting is easily broken and difficult to fix, a word of warning if you try to pull it apart

Afaok, it's made of the same stuff as the 'ordinary' belt etc cover but you're right in that the cut-outs/fingers for the control levers make it more susceptible to breakage as @Turbo discovered.
