Painting bare metal, what primer & top coat is best?

I'm about to spray a pair of new steel motorcycle mudgards gloss black and need some advice on what primer and top coat would best do the job.

It doesn't have to match other paint and the more hardwearing the better.

Zinc based etch primer onto degreased bare metal followed by 2-3 coats of polyurethane base top coat. Also , coat the underside in anti-stone chip.

Will "universal thinners" work with both of them or is the a better thinners to use?

I just check the type of thinners recommended by the paint manufacturer, although I guess universal should be suitable.
