Weld the pole to an old wheel rim with the tyre still on to add a bit of weight.

Its alot heavier than it looks, the tube is pretty thick walled stuff 4-5mm i think.
Ive seen people using old steel wheels to make axle stands, i have some slightly smaller tube left from making my car spit and a couple of old steelies kicking about.

about to mount my own drill,and for the same purpose.
is there a reason why you offset the main shaft where you did?
could i do so at the base instead?

As long as you make sure it's balanced when stationary, (cater for its normal balance point), and doesn't try to tip forward when in use, it doesn't really matter where you offset. Just working along the general design of a pedestal drill, with a larger base plate to the front and a straight column, should be fine.
