plastic primer question

Ok guys im painting my buddies primstar bumpers so I went and got some plastic Primer I just want to know do I paint on top of this primer or do I add some normal high build first

either really

mint bumpers can be done wet on wet...so straight on with the colour(or wet on wet primer if it was a transparant plastic primer)

if its a bit ropey then yes high build it
