Looks like you was either travelling a wee bit fast at the start of the run (or perhaps holding a slightly long arc), that's probably why the first inch or so of weld is sitting a little high. But other than that id say theres not much wrong with it.
One thing to do is clamp the bottom part down to something solid, and roll the top piece off of the plate to split the weld open from the back. Thats the best way to tell if you have penetrated the weld all the way into the root. If you cannot see the straight edge of the top piece then you have achieved full penetration.
Only other thing to have a look at is along the toes of the weld after giving it a wire brushing to see if the weld wets into the plate nicely.
No probs, its ony the first part where it looks a tad high, the rest looks like the travel speed was fine. Going a little slower to start with gives the rod and the plate a chance to heat up
