Which way do I turn the but to decrease the cut off pressure as its way too high at the moment.

When adjusting them in either direction it is advisable to try a different pressure gauge, just in case the one you are using is faulty.

Well the pressure relief valve went off so i take it its too high.When adjusting them in either direction it is advisable to try a different pressure gauge, just in case the one you are using is faulty.

Very likely, unless there is something wrong with it - they can leak, but actually blowing off is different. Some of them are adjustable and could have been altered, but it'll be obvious if it is the adjustable type. It could have been replaced with a lower pressure one at some point - assuming you aren't the first owner of this machine.
Unless the machine is old and it has worn off there should be a plate somewhere giving the working pressure of the machine, which is what you'd ideally set the cut out pressure to (don't confuse this with the test pressure though!) and the relief valve would be slightly higher.
