Regulator quick question

Hi all, i was wondering if someone could please answer my question. I have just got a compressor and regulator. My spray gun instructions say i should use around 25psi. Is this 25 psi when the when the air is flowing (ie the trigger pulled) or when the the valve is still closed?

In order to get 25 psi when the trigger is pulled i need to set around 40psi on my regulator.

Im not sure ive explained myself very well but hopefully someone understands what im trying to say

You are losing pressure between the reg and gun because the air line is too small and causing a pressure drop,

It's 25psi at the gun, trigger pulled. Thats a whole lot of pressure drop. The 25psi req sounds like an HVLP gun which will want a lot of air (even my baby 1mm wants 9cfm delivered).
