If it is not turning, and just a spacer, have a think about the load.
Depending on your answer to that, and keeping cheapness in mind, cast something from lead. Alternatively, cable jointing compound. Isopon? Polyfiller?
Plywood? Drill ID hole good. Cut OD with a hole saw that has larger ID than 37mm, Install on shaft, spin shaft and sand to 37mm OD.
Can you find some 3.5mm thick plastic flat strip and wrap it around in a circle (maybe with some warmth)?
Is any standard plastic pipe 3.5mm wal thickness (maybe a pipe with a coupler solvent-welded to it would be thick enough)? Cut a slice off the pipe and then a section out of the slice so it compresses doen the correct OD.

A simple casting in a zinc -based casting alloy would nail that one down.
30 ID 37 OD isn't a standard size in my book, so you will be doing some lathe work - so make one out of anything to hand.
What's wrong with the ball race? Replace it with a cheap one - seen on-line from only a couple of quid at those diameters, but narrower - space it out with anything. If life doesn't matter, just location, it should work.

Thats all I have found up until now have you a link for the couple of quid ones?
37OD is a standard bearing its the ID thats not.
I think I had sone 50mm od Ally but it went in the "Ill never use that pile" now I need it
