Rust stains - Powdercoat or paint?

May seem an odd question:

If a surface may be prone to rust stains running from an above fixing, will it clean up better from a white powdercoated surface, or a white painted surface? or will they both suffer the same permanent staining?

Treat the cause....

Stainless eye bolt into the mild steel frame. Will the galvanic corrosion for that combination be of any concern (outside in all weathers). Can you reduce the corrosion using ptfe tape or grease on the thread of the eyebolt?
