I'd get a name-brand MIG. Snap-on is just a re-badged MIG you can get the same without the snapon logo for much less.
I believe they are made by Telwin.
The Snap-on site shows it as 10% duty cycle at full power. I don't know where you get 100%. heck, my $300 Clarke was better than that. Definitely looks like just a hobby machine with on;y 4 power settings.
I'd go 220, usually no big deal to run 220V line to garage. My choice would be a Lincoln 180C.
Thing is 110V MIGs come with a 15A plug. Most should have a 20A, but a 20A outlet is rare although i wired one for my MIG.these systems usualy run between 25-35 amp fused line with the cable diameter to suit, running from the normal house socket can and will burn out the cables. check the internal socket cables for degrading, burning and cable being very hard !
