Even were this possible, if I send you a box of screws and washers, say 1000 of each (3000 pieces total as he wants both a spring washer and a plain washer), what would you charge per item for this service?
The plain shank of a normal screw is give-or-take the same size as the OD of the threads, so anything small enough to be held captive by the threads once it has passed them will be too small to fit the shank.

They have about 3mm reduced shank that the washer can spin in , otherwise I would just use a flange head screw
