There is not enough information on your sketch. Number of splines (looks like 7) and spline width is needed.
If there are 7, you have to think very well if your 10.5 and 11.9 measurements are correct as with an odd number, you will not be measuring 'peak-to-peak' or 'trough-to-trough'.
Major diameter (of shaft) is not too difficult as you can drill holes in something, increasing 0.1mm at a time until it goes over the shaft. Major diameter of spline in washer needs to be a little bigger than this as splines locate on the minor diameter.
You could try similar with the minor diameter, poking drill bits through the hole to see what fits, but if it is worn out, it will give a false reading.
What you are asking is difficult. Easy if you need a thousand of them as you procure a broach for them; for a one off, it is a lot of work as you have to make a tiny cutter and do them individually.
It might be easier to remake the shaft the washer goes onto with a conventional key(way). Turn off the splines until you get to white metal, weld it up to more than original OD, turn to finished OD, cut keyway.

Sorry, my description was unclear. The finished shaft needs to be no bigger than the major dia. of the splines, which, presumably, go through the gear OK. When you do your weld build up, it needs to be (plenty) bigger so that when you turn it you have a smooth shaft of the correct finished diameter. There is nothing worse than putting on too little weld and still having an unfinished dip in it when the rest of the shaft is turned to finish size.

How about cutting a slither off the end of a cheap ribe socket? They are six sided , you could then bore out the washer, press fit the bit of socket in and weld or braze around it. Just thoughts.

...But there are people that do...Get it wire eroded,not spark eroded and then you don’t need an electrode.You just need a drawing of the shape you want cut. Dennis at CTL will cut that for you....Much better bet than bodging a bit and welding it in
