Are you sure it is a stepper motor?
Most stepper motors are DC. This one is 230v AC.
Stepper motors are 4-wire, 6-wire and 8-wire. It would be difficult to drive a stepper motor with only 3 wires.
The data plate has a speed (27 rpm) on it. Stepper motors are not plated like that.
Bühler seem to specialise in DC motors these days (it is vary difficult to find anything on AC motors made by them). Search also using 'Buehler'.

Probably a normal electric motor and the third wire is for monitoring speed.

White wire could also be earth. Seen that on Chinese motors before . Multimeter is your friend …

3 wires and AC supply says 3 phase motor to me. The fact that torque and (such a small) current are given on the label makes me think it's probably made to be a servo, but without an encoder and servo drive it's just a little three phase motor. Equal resistance between the three leads would confirm it, then you just need a VFD to run it.
