Wire brush, well that's what I used, combination of wheel and cup types. Make sure you've eye protection and probably a dust mask, they kick up a lovely amount of crap.
let alone the strands of wire that come off of the brush. these can stick into the skin even through clothing, not too badly though as they only go into the skin about a mm or two so easy to pull out

wouldnt want to get one in the eye though.
I work at Bodycote, the process involves cleaning with anodax, 33% hydrocloric acid and immerion in salts bath at about 300C [sodium hydroxide]
