No, scroll down the label, 220 or 380 volts.I'm no expert but i think The first one means its a transformer welder, the second one means its constant current / constant voltage power supply. 3rd one means it has a 3 phase plug i guess.
The last one is power factor and is complicated, but the closer to 1 the better it is in terms of efficiency and cheaper to run if your electric meter measures VA or apparent power which is common in industrial meters.
