Throttle is connected to the governor (vertical arm) the other is a fixed spring return braket.
cant help you as to where the linkage need to be on the butterfly assembly.
The governor fell in to my mower, so had to strip it, I found the timing was one tooth out. When I can to rebuild it, I couldn’t remember whether it was advanced or retarded. So lined it up. Before the strip it took 4-5 pulls to start, now barely needing half a lazy pull. Its cuts better as well

I acquired the mower some one had been playing with it as some screw nuts missing
Cleaned the carb and new fuel 2 pulls its starts
Put all back together dont start took back apart and this dont look right to me the way all the spring is all pulled back I'm sure it's in the right places but dont know if the metal arm bit is bolted right ?

Its really simple, throttle is wide open when stopped and when it gets up to governed speed it backs the throttle off. The only exception to this is when a throttle cable is fitted and this will hold the governor arm back so you can choose the rpm.

The governor arm pivot point looks quite badly crudded up and needs to be cleaned up. The throttle mechanism, as a whole, is quite delicate, and needs to be able to move freely. Also check the throttle control on the body of the carburettor is free to move.

spent a bit of time over google but could not find the right engine this seams close but where the spring connects its way different
not removed the arm so as is should be
now thats what i expect the spring and bar are round the wrong way as your pic do you have the site thats from ? i could do with a nice close up of where the metal is connect to

yes seams good but could do with a part diagram that shows the part needed there are lots of differnt types they use dont want to chop it up if its the right one
