Is the drawbar removed or stuck?
On my Harrison the tool is ejected when you undo the drawbar for the horizontal but on the vertical it doesn't. When it's become stuck in the past I've undone it a few threads and given it a tap with a dead blow hammer just to jar it loose.

Ah, I first thought that was an ISO30 but looking some more at that spindle I presume it's an MT rather than an ISO. In which case it's going to be a self-locking taper and you will need a blow to remove it. Either undo the drawbar slightly and give it a tap or remove the drawbar and insert an appropriate length and diameter of soft metal and give that a tap.

In extremis, if really tight (hopefully it is not), slip a piece of pipe over the arbor, to bear on the flange, and use the arbor nut to apply some jacking force.

Have you undone the drawbar on the back? Loosen a few turns and give it a soft tap from a mallet. Should knock it free. If not, do as @Agroshield instructed and jack it out.

I'd say that was a No 30 taper looking at the drive dogs....

With both a 3-speed direct belt drive and a lathe-like "backgear" slow-speed drive built into the main column (the latter mechanism also incorporated a two-speed belt drive), this very robust little miller had twelve spindle speed of: 60, 86, 104, 136, 169, 267, 329, 537, 642, 845, 1050, and 1660 r.p.m. The 2-speed backgear assembly was an important addition for it did much to extend the scope of the miller's versatility - especially the ability to take very heavy cuts when used as a horizontal machine Instead of being flange mounted, and buried deep inside the oily recesses of the machine, the 1 h.p. 3-phase motor was fastened to a height-adjustable plate, conveniently mounted on top of the main column thus making motor replacement a simple matter - it being possible to fit almost anything to hand that was powerful enough. The spindle ran in Timken taper roller bearings and was fitted first with a No. 3 Morse taper and then, following the general machine-tool trend, with the superior No. 30 International - a type that allowed heavier cuts to be taken yet with greater ease of removal and replacement.

Nah, I thought so at first but they aren't actually ISO30 style drive dogs. I did a google and found this.

VS this one which has an ISO30 spindle in and it is very noticeably different and looks how I'd expect the dogs to look like on an ISO30 spindle.

I to have a Tom Senior. But bought without the horizontal spindle and supports. Draw bar at the back or should be needs unscrewing. Or make a puller with piece of tube if no drawbar. Don't wack it out.
It *should* have a draw bar. With a self locking taper and a drive "dog" it's entirely possible the previous owner removed it and it's never been noticed because it's stuck tight.
Risky as hell that it'll damage things if it does come loose though. It's one of the reasons why milling in a bench drill is a big no-no. The cutter isn't held in the taper and can escape.
