I had a quick look at Cutwel and it was not obvious that their tap is a left hand one, so do confirm if you go that route.
The bore is too small for an insert, let alone the bar that carries it. Minor diameter is 11.0mm (https://torqbolt.com/iso-2904-metric-trapezoidal-acme-threads-specifications-dimensions) I am not sure if IR11 would fit, and the pitch is too coarse to put the profile on an IR8.
APT have a 3mm pitch bar (badly categorised in the boring bar section) which will go into an 8mm hole, just so long as the reach is enough:
