Some look like removable drill bushings, and the knurled rings might be a master bushing that get's glued into the sheet (of frp) to hold the drill bushing.
I've used plenty of the removable types, but always into a steel fixture.

The wobbly cut out in the side of them is a kind of cam-lock mechanism used to retain them in their holder.

Yes, I could see that. I have one of these that's been kicking around for dozens of years and couldn't bring myself to throw it away. And then @daxliniere found a load in some treasure, so I had to ask

Yes, you apply a special headed screw on the fixture plate that engages that side groove, and these are for making tapped or reamed holes.
Bushing drops in, and a quarter turn lock it down.
Drill your hole, twist & pull out bushing, now you have clearance for tap or reamer
to go into the same hole, without removing it from the fixture.
