What is this clamp?

Bought these from the local tip for £2.

What is the purpose of the rusty clamp? The thread only goes half way, and the fork type foot can be unscrewed and interchanged. Almost looks like its designed to press something in/out.
Valve springs maybe?

Definately a valve spring compressor, I've used one just like it. A simple one but very effective.

EDIT just seen 500E's comment, does both side valve & overhead.
