I'd say almost certainly they go over a rod or shaft of some sort without having to remove the ends of said rod/shaft.

They look startlingly similar to some inserts from mountain bike shocks, just with extra arms.

The idea is good: i.e. they are used as a set of five.

Another possiblity, given the plastic bag in which they were supplied, is that they are a consumable or perhaps wear item and you buy replacements in multiples of five.
