There appears to be a part missing - looking at the first photo is that not a vacant tapped hole - maybe for a handle?
Its seriously heavy duty for anything to do with pastry.
Other than these comments I have no idea but if I had to commit I would join the team for "puncture repair roller" or "leatherwork".

I’m pretty certain it’s nothing to do with puncture repairs.
It may not even be a tool in its own right, it could be a part of something else.

I don't know, but i'm guessing that extra hole is for a guide or cutter.

+1 for leather work IIRC it is heated and run along the edge to imprint a decoration the hole may have been for a guide of some sort.
