Its an upholstery tool. Used to grip webbing that typically stretched across chair bases. Ive also seen this type of thing being used to stretch canvas across a frame

It is supposed to increase the endurance. The idea is that while the camel is taking water on board at the oasis you wait until it is near full capacity and then brick it so that it sucks up an extra gallon or so. That's what I heard anyway.
