Which 1st coat on new/old metal

I am restoring a classic car, doing some rust repairs.

Finally got the floor pan patch up. Thought I would give it a coat eastwoods rust encapulator.

Wire wheeled the underside, back to shiny metal, and wire brushed the old metal, got off the surface rust best I could.

Has been 2days now with the eastwood, thought I would give it a scratch test(to see if the paint is as good as it says!!)

paint scratched right off back to shiny metal

what is the best paint use that will stick to the metal!!!

shold I try Por15 or expoxy resin!!!

Hi zippy500 Not sure on what paint you should use (others will be along soon) but when you wire brush (with a brush on an angle grinder) it will tend to polish the metal so it is TO smooth for paint. Surface needs to be a bit rough. Also you said removed rust as best you could. If there is still rust in pits on the steel it will break through in time. Use some rust treatment first and scrub it into the rust pits and allow it to do it's job. If on a tight budget get some phosphoric acid (which is in most rust treatments) and brush/spray bottle it in to the rust. I have found the screwfix rattle can no nonsense zinc primer quite good (lower priced if 3 or more cans bought)

epoxy primer is the best

i cant reccoment por15 as its so hard to get right , plus its dearer than epoxy

The chap above is right about the wire wheels, 2nd for Epoxy primer, never found anything better.
