really power an air joggler as the cfm numbers seem to say? Seems a bit surprising to me

Yes but at 0.3 cfm per stroke you will only get a max of 4 strokes per minute then you'll be beating the compressor output and waiting for it to catch up.

I think you'll find waiting on average 15 seconds between strokes will seem like forever.

If you already have the compressor and want to use the tool how about getting a bigger reciever, perhaps valved off the first and only used when really needed. The extra capacity may well let you run a joggle along an entire panel edge, then you can wait for your nice quiet compressor to refill the large reservoir for next time. A second reciever needn't be expensive if you use an empty propane tank for instance.
