far too many welding "experts" are too concered with getting the "stack of pennies " finish when Tig welding to actually pay attention to the actual penetration and quality of the weld, likewise the "shiny, shiny, must be good, lets buy it " brigade, a perfect tig weld will be a smooth flowing finish, showimg no signs of stops and starts with the filler rod, look at a wire fed tig weld, looks almost identical to a robotic mig, in order of difficulty in learning to weld, mig is the easiest, for a basic stick two bits together, then mma, or stick as its better known, then gas, closely followed by tig, the cheapness of machines, you tube, and the discovery channel, is creating a generation of "experts" who have never had a propper training in welding, ( theres more too it than just sticking metal together, all the boring classroom stuff that goes with it is just as important) telling us how it should be done cos I've seen it on such and such, and they sell for thousands.
In your case Mahmoud, select your weder, get him to stick together some plates and tubes with whatever welder he is happiest using, and then subject them to a basic destructive test, twist them, bend them, and beat them till they break, that will tell you the quality of the welds, torn metal, or torn welds, not difficult to tell which, good luck in your search, build a safe car, and most importantly, have fun doing it
