I got a Carte Grise on a UK car without declaring it exported. When sold, it came home and had its original plates put back on. No administration was any the wiser about it. Chillitt's van will be no different if it is still not showing as exported. He doesn't even have to explain the lack of SORN having just bought it. The details can be amended on the DVLA website as long as the V5 exists.
A vehicle doesn't have to be registered in the country it is being tested in.
The only requirement is it has a valid MOT (or equivalent). You could legally get your car MOTd in France every year while you're on holiday, with the only issue being it won't show up in database searches in the UK as having a MOT, so you'll need to manually produce the test certificate for things like tax, and if the police ever stop you.
Exactly that. I drive a uk plated car in Romania, I have the ITP(mot equivalent) done and it’s 2 years valid due to vehicle being under 10 years old. Only thing I had to do it in a RAR (DVLA/VOSA equivalent) branch and they were being too strict about it and looking at every thing in the book as you were to register a car there...Had to change headlights but otherwise it’s an easy process...
In uk I used to mot foreign plated cars and it stated country of origin and mileage on the certificate...
As long as reg appears as insured on askMID database then there’s nothing pc plod can do !
