Stainless is a cow for distorting badly when heated up there is every chance it wasn't cooling evenly and that made things worse.

You should have stuck a reamer through it to ensure its parallel. I make bike fork load spacers of exactly that dimension, bore them to 19.5 and then run thereafter through and get 20.05mm ID.

there was 2thou taper on the area of the shaft which I turned down
