You want to look up 'levelling a lathe'. With a lathe like a small Myford the bolts are more than a way of bolting it down to a stand. They are also used to take twist out of the lathe. There is plenty to explain this on the web better than I can but if you don't do this it will probably turn a taper rather than a parallel cylinder. I'd recommend a book like the Amateur Lathe by Sparey. It's cheap and he uses an ML7. Old book but covers all the basics.
